Public Health Laboratory Proficiency Program

The Proficiency Program oversees the quality of laboratory services offered in Puerto Rico, ensuring that they meet the standards established by state and federal laws.

What is the Proficiency Program?

The Proficiency Program is an initiative of the Public Health Laboratory of the Puerto Rico Department of Health, created in accordance with state and federal laws. Its main objective is to ensure the quality, accuracy and reliability of clinical laboratory results through periodic evaluations.

Legal Framework

Regulated by the Secretary of Health Regulation #120 since August 4, 2006.
Integrated with the federal regulation CLIA 1988 and its amendments.
Certified by the federal agency CMS, one of only 19 entities approved in the United States to offer this service.

Who must participate?

All clinical laboratories that perform testing on patients in Puerto Rico.
More than 900 laboratories are currently part of the program.
In case the local program does not offer a specific test, the laboratory must participate in another CMS-certified program.

How does the evaluation work?

Proficiency sends unknown samples for participating laboratories to test.
Laboratories report their results on the PTNET platform.
Each result is compared to a reference interval.
A score is assigned to each laboratory's performance.
This score is shared with:
- The Department of Health's SARAFS certification area.
- The federal agency CMS through an electronic interface.
